Gross settlement is a payment settlement mechanism in which each transaction is processed and settled individually and in full as it occurs. It provides immediate finality and eliminates counterparty risk for each settled payment, as opposed to net settlement, which accumulates transactions and settles only the net position at defined intervals.

IN-DEPTH EXPLANATION

Real-Time Gross Settlement (RTGS) systems are the core infrastructure for high-value interbank settlement globally. TARGET2 in the EU, Fedwire in the US, CHAPS in the UK, and equivalent systems in most major economies process large-value transactions on a gross, real-time basis. Each payment is settled immediately and irrevocably using central bank money, the highest quality settlement asset available.

Gross settlement's primary advantage is finality: once a payment settles in an RTGS system, it is irreversible and the funds are immediately available to the recipient. There is no unwinding risk from counterparty failure during a settlement cycle. For high-value transactions such as interbank transfers, large corporate payments, and securities settlements, this finality is essential.

The trade-off with gross settlement is liquidity. Because each payment is settled in full individually, participants must maintain sufficient liquidity at all times to fund each payment as submitted. Net settlement systems allow participants to offset payments against each other, requiring only the net position to be funded.

WHY IT MATTERS

Gross settlement provides irrevocable payment finality that is essential for high-value transactions where the risk of settlement failure would be unacceptable. For businesses receiving large payments, such as real estate transactions, securities settlements, or large supplier payments, gross settlement confirmation provides certainty that funds are permanently received and cannot be reversed.

COMMON CHALLENGES
  • Gross settlement requires higher intraday liquidity compared to net settlement alternatives
  • RTGS systems typically operate only during banking hours
  • High per-transaction costs in some RTGS systems make them unsuitable for smaller payments
  • Intraday liquidity management must ensure funding is available for each payment as submitted
  • Access to RTGS systems typically requires being a regulated financial institution with central bank account access
REAL-WORLD USE CASE

A UK commercial property transaction involving a £28M payment uses CHAPS (the UK RTGS system) for guaranteed same-day gross settlement. CHAPS provides the settlement certainty required by solicitors and lenders completing high-value property transactions.

FAQ

Answers you didn't know you needed.

What is the difference between gross and net settlement?

Gross settlement processes each transaction individually in full. Net settlement accumulates transactions and settles only the net position. Gross provides immediate finality; net requires less liquidity.

What are RTGS systems?

Real-Time Gross Settlement systems are payment infrastructure operated by central banks that settle high-value transactions individually and immediately using central bank money. Examples include TARGET2 (EU), Fedwire (US), CHAPS (UK).

When should a business use RTGS/gross settlement?

For high-value, time-critical payments where immediate irrevocable finality is required, such as real estate transactions, securities settlements, or large interbank transfers.

Does gross settlement always use central bank money?

RTGS systems settle in central bank money (reserves at the central bank), providing the highest quality settlement asset. Commercial bank settlement systems can also operate on a gross basis but settle in commercial bank money.

What is Fedwire?

Fedwire is the Federal Reserve's RTGS system in the United States, processing same-day final settlement for large-value domestic USD transfers between participating financial institutions.
